I was interested in active likes promotion, started correspondence at the email he advertised on this site. I will not mention it but his posts on this site include it.
I said I would start with $5, sent via PayPal. He refunded it saying I needed to send as personal payment, not for goods or services (I know). Below is the conversation. Note that the website is the same name as the PayPal which sent the $$$$, so no confusion. I did not know how to reverse the message list, so it starts on the bottom. I just want a refund so I can work with someone responsible.

Yes it is! You said before it would be fine to start with the 250 active real likes (via page promotion) for 5 dollars. If these people are real and every thing works out, we will definitely go with more. Also, there is no rush, so these likes do not have to be over 2 days. In fact the slower, the better! I sent you (or *****) the funds via ******* on Paypal.
The 40 cents extra is to cover fees resulting from indicating this is payment for a service, as paypal deducts from your end. We only did this this time for buyer protection, but in the future we will chose to donate the money instead for your convenience.
